The Outcomes Strategy for Chronic Obstructive Pulmonary Disease (COPD) and Asthma in England was published on 18 July 2011.

“BTS welcomes the publication of the Outcomes strategy for COPD and Asthma. This has been developed over six years as a collaboration between government, respiratory specialists and patient charities. It is an important document that attaches priority to COPD and Asthma and sets out a framework for the management of these common debilitating conditions. The recommended changes on the organisation and delivery of care are particularly important in this time of NHS reorganisation to guide commissioners towards the correct approach.”

The NICE Quality  Standard for COPD was published on 29 July 2011.  It  should be considered together with the DH  Outcomes Strategy for COPD and Asthma in England' and associated guidance. The quality standard and the Outcomes Strategy are complementary but serve different purposes.  The quality standard provides a set of clear statements describing high-quality care within the scope outlined above. It focuses on assessment, diagnosis and the treatment of diagnosed COPD. It is based on current NICE guidance and is consistent with the Outcomes Strategy for the areas it covers.
